COURT CANCELS CON-CON VOTE

Hawaii taxpayers received another judicial blow September 10 when the U.S. 9th Circuit Court of Appeals overturned Hawaii Judge David Ezra's order to hold a Constitutional Convention election no later than December 6. The State -- supported by the Democrat Party, UPW union and other special interests -- appealed Ezra's decision,not wanting citizens to have a Con Con. The last Convention was held in 1978. In 1996, voters approved a Con Con but the special interests through Hawaii courts invalidated election results with a bizarre ruling holding blank ballots counted as "no" votes. There will be no further action on a new election until mid-1998 at the earliest.

HOUSE GOP SHAKE UP

In mid-August, the 12 Republicans in the State House of Representatives (of 51 total members) announced a change in their leadership. Quentin Kawananakoa replaced veteran lawmaker Gene Ward as Minority Leader.

Both men have announced intentions to seek the 1st Congressional U.S. House seat currently held by Democrat incumbent Neil Abercrombie in the November, 1998 election. Neither has formally announced for the office. Several Democrats, including members of the City Council, may also challenge Abercrombie, and Rep. Patsy Mink in next year's September Primary.

Other GOP House leadership changes include: Barbara Marumoto, Republican Floor Leader; David A. Pendleton, Whip; Chris Halford, Minority Policy Leader; Sam Aiona, Assistant Minority Leader and Colleen Meyer, Assistant Minority Floor Leader.

There were no leadership changes in the Senate since the end of the 1997 Session in May when Senate President Norman Mizuguchi replaced Democrat Lehua Fernandes-Sallings with Roz Baker as Ways & Means Co-Chair, and removed Randy Iwase and Malama Solomon from Economic Development. A total 13 of the 25 Senators are up for reelection next year. Rumors continue that several incumbents may not seek reelection. If a Constitutional Convention election is held in mid-1998, hundreds of citizens could vie for upwards of 102 Delegate seats prior to the legislative elections.

SBA AWARD NOMINATIONS SOUGHT

The Honolulu District office of the U.S. Small Business Administration is pleased to announce the opening of nominations for the 1998 Small Business Person of the Year Awards Program. The awards are a highlight of the annual National Small Business Week festivities. We encourage you to participate in this special program by submitting a nomination for these prestigious awards which honor the best of Hawaii's small business community.

Small business owners or advocates may be nominated for awards in the following categories: Small Business Person of the Year, Minority Small Business Advocate, Women in Business Advocate, Veteran Small Business Advocate, Accountant Advocate, Financial Services Advocate, Media Advocate, Small Business Exporter of the Year, Young Entrepreneur, and Entrepreneurial Success.

DR. RICHARD EBELING
TO TALK ABOUT ECONOMIC GROWTH

Hillsdale College (Michigan) Ludwig Von Mises Professor of Economics, Dr. Richard Ebeling, will discuss "Freedom vs. Regulation: The Free Market as Hawaii's Doorway to the 21st Century," on Saturday, October 11 at the Hyatt Regency Waikiki Hotel, 11:30 am to 2:00 pm, co-hosted by SBH and the Hawaii Associates of Hillsdale. The meeting is open to the public; luncheon is $10 (Call SBH).

Professor Ebeling, holder of the Hillsdale College von Mises chair dedicated to free market economics, has recently discovered a number of significant von Mises documents in Russia, calling national and international attention to Hillsdale's decades-long support for the important Austrian economist. The monographs, speeches, notes, letters, and other items were stolen from the von Mises by the Nazis in 1938 and eventually found their way to Soviet archives, where Ebeling and his wife, Anna, found them and brought thousands of copies to Hillsdale College to be translated and made available to other scholars of the Austrian school of economics.

"HUI ALOHA" ON MOLOKAI

A new community action group has formed on Molokai in an attempt to bring together all the existing ideas of what the term "Hawaiian Rights" means to the various organizations in order to form a united coalition that represents the rights of all Molokai's People.

Inspired by the direction of "Uncle" Jimmy Duvauchelle, the famous Molokai cowboy, "Hui Aloha" has set for itself the goal of uniting Molokai's people so Molokai can attain a leadership position in Hawaiian affairs throughout the State of Hawaii.

To achieve this unification of Molokai's ideas and people, "Hui Aloha" has set no qualifications for membership except that of being "Hawaiian at Heart" and a resident of the island. This unique concept of "Hawaiian at Heart" will allow anyone and everyone to participate in the political processes that will affect Molokai's future growth and development. These ideas are clearly presented in the group's Mission Statement:

"The purpose of Hui Aloha is to promote peace and harmony among all Hawaiians and Hawaiian at heart; to create an understanding of "Hawaiian Rights" as it applies to the various lifestyles of all Molokai's residents; and to present a united front of combined ideas to create a leadership position for Molokai in Hawaiian affairs throughout the State of Hawaii."

"The concept of "Hawaiian Rights" doesn't just mean the right to live off the land," said President Jimmy Duvauchelle at a recent meeting. "It also means that Hawaiians have the right to work for a living and enjoy modern conveniences if they want. We have way more Hawaiians working for a living on Molokai than trying to live off the land. Hui Aloha believes that there is room for all lifestyles on Molokai."

"The group "Pono" would like to see Molokai become the "Hawaiian Sovereignty Island" with everyone living a subsistence lifestyle," said Director Lawrence Aki, "but there's only a few Hawaiians that think that way. Hui Aloha can be the bridge between the different lifestyles and different cultures that exist on Molokai today."

PUBLIC EDUCATION:
MEND IT OR END IT?

"Public Education: Mend It or End It?" is the subject of a forum to be conducted on October 24, at the Academy of the Pacific at 6:55 pm.

Kickoff speaker will be Marshall Fritz, President of the Separation of School and State Alliance, Fresno, California.

He will be followed with remarks and questions from a local panel: State Representative, David Stegmaier; State Board of Education Chair, Karen Knudsen; Executive Director of the Hawaii Association of Independent Schools, Robert Witt and Honolulu Advertiser Editor, Jim Gatti.

The program will conclude with an open forum of questions and comments from the audience. Lee Kirk, local radio personality, will serve as moderator.

If you have children or grandchildren or you are interested in quality education, attend this event. We don't often have as dynamic a personality as Marshall available to us, and that combined with the panel to field your comments, questions and problems makes this a golden opportunity for each of us to make a difference. Small Business Hawaii is a co-sponsor of the event along with the Academy of the Pacific, the Republican Party of Hawaii and the Libertarian Party of Hawaii. SBH member Dick Rowland is the coordinator for this event.

Orson Swindle's
Going To Washington D.C.

Congratulations to Orson Swindle: he is finally going to Washington, D.C. Unfortunately for Hawaii, not as our Congressman. He is expected to be appointed and confirmed to a 7-year term on the U.S. Federal Trade Commission (FTC) in November.

Swindle, a nationally admired and much-decorated Vietnam war hero, 6-year "guest" of the North Vietnamese in the "Hanoi Hilton," and a former Reagan Administration commerce and trade official, challenged Hawaii Congressman Neil Abercrombie in 1994 and 1996, losing by only a few thousand votes.
