"Main issue areas to be covered include privatization, insurance and labor, taxation, economic development and international trade, capital formation, and procurement," Moore added. The nation's first U.S. Small Business and Regulatory Enforcement Ombudsman, Peter W. Barca, will be the keynote speaker and highlight implementation of the Small Business Regulatory Enforcement Fairness Act of 1996 and the newly passed Hawaii Small Business Regulatory Flexibility Act. Mr. Barca oversees federal compliance with regulatory fairness laws and governs regional boards that review complaints from small businesses.
